Youtube says it had rabies and they really didn't want to, in which case they're saving a lot of effort and risk, but without a source I'm not about to throw stars around.

IT wasn't rabid. This happened about a year ago, I remember it making the rounds on television back then. It was getting more publicity then, but I don't know what came of it since. From what I remember, the dog was being taken away from it's owner because he had a prior animal abuse conviction and wasn't supposed to own dogs. On top of that, there had been complaints that the dog made people "nervous" and was acting aggressive or something. Anyway, apparently this town or whatever didn't have real animal control, so they sent cops instead and the cops did this.
I think it's pretty much a case of the wrong people dealing with the wrong situation in an amazingly stupid way.
