I disagree. I think Gil first appeared when the Simpsons started going bad.
He was more of a cheap Lionel Hutz after Phil Hartman died.

By my reckoning, it stopped being consistently good in season 8 and started being consistently bad around season 11.

Gil first showed up in season 8, I think, so that is pretty close to the mark.

I remember when I was young, My parents and I went to a used car place. The one salesman was essentially Gil in both appearance and behaviour his name was the similarily 3 lettered Jon I think. I met this guy before Gil made his appearance on the Simpsons and Gil has always reminded me of him. I don't know the point to this story other than Gil is an astoundingly accurate representation.

When I was shopping for a car, I ended up at a Chevrolet dealership where the salesman kept insisting that "the price was the price. we don't do deals." After it was clear that "the price" was unacceptably high, and him having no ability to negotiate on it, he simply went into pleading with me to buy the car. He went as far as telling me about his debt, and how he needed to make a sale.

I didn't buy a car from him.
