Once the arc is established, it only takes about 20V to keep it going. We're seeing current arcing here as CFC sez, not sparking from the high voltage. OP is right, current will burn you, voltage does not.

I know this personally for I had once accidentally taken a 250,000V shock from a DC multiplier stack. There was an enormous bang, a 2 foot bolt emerged from the dome, and entered my right index finger. The spark exited my right big
toe to ground. Outside of being knocked on my ass, the only thing hurt was my pride.
