I believe this may have first shown up on TV as a live-action puppet segment on one the Hensen people's shows from the latter 80s. I'm not entirely sure though.

The Jim Henson Hour, 1989. Jim Henson decided to adapt the Dogs Playing Poker paintings, and spoof film noir.

I'm amazed Henson's company spun this idea out for a three-season run.
