Pirate ghosts, mummies, and all that were Scooby-Doo standards- but every time they ended up being some guy in a mask with some plan involving scaring people away from a real treasure.

I'm not sure if there were any pirate ghosts in TOS or it's 80s/90s revivals. I want to say there were, but I can't quite remember when and where they appeared, which leads me to suspect my memories have been corrupted by Korn's Groovy Pirate Ghost Mystery.

However, I can confirm that there are pirate ghosts in the Scooby Off-Broadway Musical, at least one of the Scooby Doo interactive children's books, and the official Scooby Doo internet browser game.
