DISCLAIMER: MANY CATS WILL IGNORE YOUR TELEVISION ANYWAYS

I just leave music on for my cat.. I'd go with the torture one here. My cat goes outside and probably does things that he shouldn't, like attack birds, other cats, etc. but he's doing it in the real world. This treatment is almost like the episode of the Simpsons where Bart breaks his leg and can only watch the other kids have fun in the pool.
Of course, my living situation is different than someone who lives on the sixth floor of a New York apartment complex or something, in which case DON'T let your cat go outside, for reasons that should be obvious. In that case, try doing what I did when I was in that living situation, and build or buy a little toy that the cat can actually bat around like a game of tether ball. That way, the cat can play with it if S/he wants to, but probably won't. It's better than just pawing at your TV.. that's like if humans actually touched their monitors when watching pornography.
For the record, my cat was always an outdoor cat, a rescue who kept coming to my door and I adopted him. As bad as this sounds, a lot of people in my apartment complex leave their cats behind when they move, even though there are more animal rescue organizations here than there are in any other city (I could be wrong on that, but anyway there's a lot) He doesn't attack or kill birds, as the myth about outdoor cats goes. It's like saying "I'm a human and statistically my species rapes and kills more humans than any other species does, so I think I'm gonna go do that today."
I have seen a cat attack a crow, and it was hell for the cat afterwords for at least two weeks. A literal murder of crows would swoop down on a black cat who for the most part looks like any other black cat. They know. There are dangers (mostly man-made ones) that any cat owner should know about w/r/t letting your cat go outside, and in many cases a cat harness is a good thing. Some cats just want to be inside, which is fine too, but an outdoor cat will be an outdoor cat and keeping them inside is in my opinion pretty cruel.
I have a debilitating fear of being too high up in tall buildings. After floor 30 in an elevator my balls have shrunk back in my abdomen. I have nightmares of being in the penthouse suite of a building looking out from a window as the whole thing starts to tip over.
