These farmers are lucky too to be so far inland. If you lower the water table of an aquifer near the sea so that the water table is lower than sea level then the seawater flows into it and renders it salty and unusable. This has happened a lot around the mediterranean.

they want to reduce aquifer drainage by 20% over five years, so 4% per year? yet they drain 2 feet per year and a year's recharge from the water cycle only restores one inch of water to the aquifer.

Fuuuuuuuuuuuuuuuuuck.

The sheer incompetence of the Obama administration to do literally anything about water conservation frightens and infuriates me. Fracking, massive depletion, laws that actually forbid people from collecting rainwater in certain states, bureaucratic fuckupery all over the place. 75% of rivers in the US are too polluted to drink from.

What we really need is as many people as possible collecting their own rainwater in miniature reservoirs.

and that would do nothing for aquifer depletion since it's insignificant compared to the pumping rate.

It would prevent unnecessary household water usage.

But getting back to things that are not being done enough: cattle production needs to seriously come down and use less water. The beef industry is basically raping the shit out of the water table when you consider how much is used for just fattening up cows and all the grain they eat.

Jet Bin Fever
Yep, absolutely impotent. Our country is fucked beyond belief.
