Yes, they can...and they'll face legal consequences for doing so.

There is no invisible force that will stop them, no Tom Cruise in a hover-nautilus to arrest them before the crime is committed.

How many cops truly face these "legal consequences" though?

It seems like all they have to do is say they "felt threatened" because, after all, they didn't know if the middle-aged woman they tried to stop for jaywalking was secretly a ninja assassin in a terrorist sleeper cell and anyway, SHE SHOULDN'T HAVE RESISTED!

And when we do hear about cops getting reprimanded, it's usually paid leave, desk duty or some other slap on the wrist bullshit.

I'm mostly upset that a cop can demand your ID for something as mild as jaywalking or littering and if you get the slightest bit upset or seem the least bit uncooperative, they can treat you like you're a gun-wielding maniac hopped up on PCP and face little or no consequences.

if you've broken a law, and police decide you should be arrested, you shouldn't resist, no matter what your yuppie sense of justice tells you. Fight it in court, because you wont win fighting the police.

also it's pretty entitled to expect cops to risk their lives more than necessary because you think certain gender/race/age combinations are weak and harmless 100% of the time. That's not even taking into account mental illness that might be involved in this case.

(again, disclaimer for idiots; I think this is excessive force, but some of you seem to think that cop had no right to even talk to the woman wandering through traffic)

If she had a flamethrower, AK 47 or was somehow an obvious danger to her surroundings then I could see two cops goings MMA or worse on her.

As it stands, I don't see that she was a threat that justified that level of violence.
