I actually agree with Waugh but he omitted the fact that we're doing better than ever, it wasn't to many generations ago that people like this were getting burned or stoned to death at a much higher per-capita rate than today.

Maybe. Not nearly as many lobotomies or forced ECT, either. Better that the environment didn't induce and punish madness in the first place but it's hard to get there from here.
