"Dude, let's hit on those wanted criminals!"
I knew a girl in the East Village; she was suffering some kind of seizures and went to the hospital where they wired up her head with all kinds of electrodes that plugged into a portable data recorder so they could measure seizure activity.
So she goes out onto the street, stops at an outdoor bookstall, and some guy starts hitting on her. I mean, she looked pretty strange as it was, but with the electrodes coming out of her head? Well that's kind of a red flag there, don't you think? But it mattered not. So yeah, definitely, supervillians.
They probably had a thing for cyberpunks.

Your approach was too strong. With a pair of HB-9s, you need to stay cool and neg them first, otherwise you'll trigger their bitch shield. Like you just did.
What you want to do in this situation is drive up and say something like, "Hey, you girls are super-villainesses, right? Yeah, I've been seeing a lot of you around tonight; some sort of International Crime Convention in the city, right? Aren't you worried Batman's gonna show up?" and then you work your way up from there.
Come on, gentleman. This isn't Doomsday Rocket science.
Unless getting missiles fired at you is your "thing". In which case, well played.

bullshit, Harley falls hard for all the neg'ing The Joker does on her.
What these guys are doing is not negging. They're just being horny jerks. Negging is about being a jerk, but in a very subtle, non-confrontational manner - just enough to A) make yourself seem warm but disinterested, and therefore not a threat, and B) make the target feel mildly insecure, thereby putting her, mentally and emotionally, on the offensive. The goal is to make the woman think she wants to pursue you, and that you don't want to pursue her (at least, not without a little convincing on her part). Remember: the best way to convince someone to do something, is to make them think it was their idea all along.

Considering that the Joker's idea of neg'ing involves throwing Harley out of a window for trying to kill Batman on her own, these guys are in way, WAY over their heads.

Is that Rob Paulsen as Horny Idiot No. 1? I think it is.

Aren't these frat boys based on like Bruce Timm and some other animators?

This is probably the episode most responsible for causing the fan theories of an Ivy & Harley lesbian relationship. Didn't that eventually become canon in the comics?
