When was this from? Around '96 or '97 I got a VHS tape with ostensibly every cut scene and a bunch of pencil tests from Ren and Stimpy and this was definitely not on it.
I think I remember this episode from the original run, but I could be wrong. Given that it's an allegory for what it's like to work with John K, it's make sense that it was buried like the arc of the covenant. I was curious though and through an easy google search found the whole episode:

with this scene intact except for the sandwich hats and the chant being shortened in a scene outside the building, which doesn't take away from any questionable material or the allegory, I don't think?
Ahh, this was after he left, no wonder I missed it. I couldn't really get behind post John K. Ren and Stimpy. Turns out all of the traits that make him an apparently awful person are also what made the show work.
Yeah, I don't really know that much about John K, just that he's kind of a creep. I remember seeing one of his shorts at a Spike and Mike that I sort of snuck into and it was weird and uncomfortable. All of a sudden some of my favorite scenes, like

weren't that funny upon rewatching. OK it's still funny, but I sort of thought that was the highest echelon of fucked up, and not the result of an artist being "confined."
