The thing is, to collect the money, he stipulates that you have to put up K of your own money into an escrow account and, if you have enough evidence to convince an arbiter (presumably one he chooses) that, yes, Adam Lanza murdered 20 kids plus some adults, you get the K from the escrow account.

Which makes it more of a bet than a challenge.
