What I'm curious about is in say 10 years time, how much will arrest/conviction rates decline in these states and how much will it affect their law enforcement budgets?

I know in Oregon, the major opponents of our measure 91 were the state sheriff's assoc. and the state DA's assoc. It makes me wonder just how screwed (from their perspective) it makes law enforcement.

My guess is they're going to make up for it with violations for smoking in public. If I'm to understand the law (I rarely smoke weed so I don't really concern myself with it) it's basically the same as drinking in public (i.e. on the street and not at a bar with an outdoor patio, etc.) but the difference is you can be pretty discreet if you want to with the drinking: pour it into a bottle of water or gatorade or something, and unless you've visibly intoxicated or causing some ruckus a cop would have no way of knowing, the smell on your breath maybe reaching out 3 feet. But you can smell weed from at least a block away. If you're the only one walking down the street and a cop goes by you're pretty much fucked.

And I've been noticing a lot of people lighting up on bar patios and just in the street here. And this kind of sucks: a friend of mine who moved to Portland back in '98 or so was telling me about how they got stopped by the cops in what was (at the time) a dangerous part of town that they were lost in. The car was completely hotboxed like a Cheech and Chong movie, but the cops just wanted to give them directions on how to get out of the area. After doing so, the cop says "that shit smells really good." And that's the bummer: the fact that it's legalized only means that there's more ways to violate certain pot rules that cops in Oregon never used to give a shit about.

Maybe the politicians could raise taxes on all the multi millionaires living in CO instead of forcing police to generate revenue for the state?

Also they should start a unicorn petting zoo

Whoohoo! State revenue! Yeah who cares.
But stars for the detail on what eating this stuff is worth.

I'm glad we're finally seeing some progress toward getting rid of the kinds of vice laws that have been systematically used to imprison minorities, poor people, political dissidents and all sorts of other undesirables for decades, and I've no doubt the medicinal value is real, but legal weed culture is just the worst, it's like the shittiest aspects of Jam Scene, Hi-Tech Startup and Foodie cultures rolled up into one awful messed and packaged by Starbuck's, and in a sane society it would do more to lower rates of use than any drug war could.
