Aelric - 2015-10-24 Japan will reduce the age of actors to high school for as long as possible both in character roles and lie in the actors bios because there is an idealization of High School due to the cultural obsession with 'impermanence as beauty', high school representing the end of childhood and the beginning of a grim, work-obsessed adulthood. That's why so many dramas, comedies, manga, novels, anime and porn is set in high school.
It's a universal thing, but Japan is absolutely the largest practitioner.

badideasinaction - 2015-10-24 I imagine there's also pragmatics - child and teen actors have a bad habit of being hit with the awkward or ugly stick while in the midst of puberty, not to mention all the usual personality problems that happen at that age resulting in trainwrecks off-camera.
But mostly creepy fetishization of high schoolers.

Binro the Heretic - 2015-10-24 But see, that would be a healthier portrayal of teens. I was already a self-conscious kid who got bullied on a daily basis. Seeing tall, physically-fit fashion models with perfect hair & skin portrayed as representing the "average" high school kid didn't help my self image.
In the 1980s, all the movies that were supposed to be about teenagers featured fully-grown, fully-developed adults who had natural good looks as well as the benefit of diet & exercise coaches.
Even the "ugly" and "nerdy" kids were just the same good-looking adults in frumpy clothes, prop glasses and unflattering makeup. And that would usually lead to a scene where they got cleaned up, changed clothes and went instantly from outcast ugly duckling to popular beautiful swan.
