That's not why this is funny. It's funny because he created a character who is such a dick he totally deserves whatever prank his superiors sent him out for, and he's certainly worse than any cosplayer, which is the intended purpose of the skit.
also.... cosplayers do seem obnoxious to anyone who has a job to do come on
