The reference to the cheney quote is deliberate, I'm sure, as is the collapsing building early on that evokes 9/11. The subtext of Batman V Superman is security and fear in the post 9/11 world. I think the premise that some people would view Superman with suspicion after the massively destructive battle with General Zod from Man of Steel makes perfect sense (Kryptonian=Muslim?) but you'll note that, typically, The Avengers: Age of Ultron manages to explore a very similar theme without being so heavy handed about it.
If Superman V Batman were being made now, Lex Luthor would have looked like Donald Trump.
