It looks like it's actually covered with a sheer pantyhose-like material to me. It's hard to say, the video is old and grainy. I don't think they'd have let him show his real exposed butt on tv back then (not even MTV).

I saw this when it first aired, and I've got to say it seemed pretty lame at the time. I've got a lot more appreciation for it now, although it's pretty far from my favorite period of Prince's career.
