According to Florida law, all out-of-service traffic lights are to be treated as all-way stop signs. I've learned that through many severe thunderstorms, tropical storms and hurricanes.
Of course, a lot of our newer traffic lights come with back-up power supplies now and major intersections like this one are the first to get traffic cops to act as signals.
