I think the plumbing to get a constant drip rate would be the trickiest part. A good ol' 555 would take care of most of the electronics.
These are literally just a faucet and a strobe light. Doesn't make them any less cool, though. the best ones are the ones with two or more streams of drops colliding.
That is beautiful.
I used to go to the science museum just to play with this back in the 80s.
