I've seen a few episodes of it.

The level of comedy made "Perfect Strangers" look like a New Yorker cartoon.

All I really remember about it was it took place in a sort of naturalization class for newly-arrived immigrants who were trying to become citizens and there was this whole pantheon of wacky foreign stereotype characters which included Yakov Smirnoff.
