The announcer is speaking Thai and that's Thai script at the beginning. Screaming dude at the end sounds Jappish to me, though.
The original show is Japanese. It's called "The All-Japan Disguise Gran Prix", an annual event. Some really kick ass, like this, while others are just ass.
Provisional 5 stars on the condition of a "Guro" tag.
