I certainly wouldn't argue that it's the only thing, but it's simply naive to think that the threat of punishment doesn't play a major role in deterring crime. This has been demonstrated by a number of large studies that show a strong inverse relationship between arrest/conviction rates and crime rates, as well as prison interviews with violent offenders.
(Note: I'm calling you naive, as I have no idea what your beliefs are. No offense meant--this is just kind of a pet issue of mine.)

I think the more obvious problem is cheap, portable video cameras. Back in my day, they weighed like 20 fuckin pounds and cost 00. Kids rarely goofed around with something like that. I'd have videotaped each shit I took if the camcorder cost 50 bucks and fit in my pocket.
