My favorite bug is using the shock paddles on a dead person and making it fly 30 feet into the air, only to have them land on their feet and walk away like nothing happened.
Kind of reminiscent of Fallout3 where rubber band supermutant goes continuously flying up and down the tunnel while making rubber band snapping noises.
It had the same problems, had a few of it's own, and SR2 comes up with a few of it's own. Really, this game got a bad reputation from the level where you cover the city in raw sewage, but it's damned fun. It's what a sandbox should be.
