Can someone explain these videos for the slow?

Are they actually from the 90s? Is the audio dubbed? Why are they being released now on an offical channel? Why is everything the reviewer says wrong?

The videos were made in the 90s for journalists by the National Academy of Video Game Testers and Reviewers Corp before it became the institution it is today. The new company owns the rights to the videos and put them out as "Gaming In The Clinton Years" on the internet because of how stupid/funny they are. To the best of my knowledge, no details have ever surface as to who the guy who did all these reviews and presentations was.

Actually his name is, apparently, George Wood and this was for a program called Flights of Fantasy which aired on televison in Maryland.

For the past two years, Groves served as associate producer for Flights of Fantasy, a Bowie cable access show in which he and executive producer George Wood reviewed the latest and hottest video games.

"I started off as a reviewer for about six months and then left to pursue some other interests," said Groves. "I stayed away for a year and a half, and [then I went back and] stayed for two more years. I reviewed all kinds of games, but I liked sport games the best. I used to play a lot of sports and from that experience, I have a greater understanding of what's going on and what's supposed to happen in the games."

Through Flights of Fantasy, Groves established a partnership with video game sports mogul Electronic Arts Sports. The company often sends reviewers like Groves their latest games on or before the games hit the shelves. The company also sends Groves prizes for video game tournament winners.
