He says he just reads leaked reports all day, but he never CITES those reports. He just lets them inform his conjecture and he releases it as fact, and he knows exactly what he's doing but he's very comfortable with turning a white lie into fact if it's with the right intention, and he knows exactly how to do it.

Think about it, if he spends all of his times 'uncovering' these 'elaborate' 'schemes' what he's actually doing is he's spending all of his time elaborating on how these things wOUld be pulled off, and as a byproduct of this exercise, he learns how to pull the wool over people's eyes and does it while remaining completely unaware, never realizing that he himself is the conspirator.

There's a glorious little sequence where Jones and his crew, claiming to be hiding out somewhere in a hotel hoping to infiltrate a meeting of The Bilderburg Group, call in to Coast to Coast when a fire alarm's going off acting all panicky. Several times through this section Jones talks about how they got great stuff - but wouldn't you know it, none is actually in the film.
