The monster actually says he is from "Kansai," which is a specific region to the west of Tokyo. The implication is that he's going to be kind of a jerk. Not sure why they translated this as "the West." The writer of this movie is from Kansai, and this scene might be considered an example of manzai comedy which is local to the Kansai area.
