I'm guessing it was banned because "OMG SUICIDE BOMBERS!!!" Stupid, but that's all I can come up with. The commercial isn't even very good.

I don't see a reason for it to be banned, but I also don't think that the campaign of "Wendy's: We'll kill you with our food." is a particularly good one. I would still buy a Freeze-ray Frosty though.
Frosty's are pretty good; there's no reason to deny this.
