one angle, no view of the victim, and the only interesting dialogue is "stop resisting" repeated over and over. The repetition gets two stars. I need more brutality, is what I'm saying, god damn it.

What sets this video apart from all of the other police brutality videos, where there is either a description of the incident or a shot where you can actually see what the hell is going on? This video has nothing new to offer.

It's a counterspell to the dreaded "Teens with Videophones" spell. The material component is enough cops to completely obscure the target so no one can tell if he's really resisting or not.

Turns out he (the person getting arrested) was a Criminology major at the university. Perhaps he was doing field research on arrest procedures.

To be fair, college aged men are some of the most annoying folks on the planet, having taken poly-sci 101 and feeling they've transcended the oppressive power structure of society, they operated with the sense they no longer need to subjugate themselves to the traditional exercise of the power-apparatus.
