During the 1980s, the Empire fell on hard times. Resorting to blue-movies and children's toy commercials, the whole organization was in shambles. The Jedi council would have been wise just to wait a few years while the Empire's economy collapsed from the weight of "Big Government" projects, such as a death star, another death star, and banking on high risk/yield housing.
