I shouldn't know this, but this isn't a 90's cartoon, this is a cartoon from 2007 or so. It's The Adventures of Krypto The Superdog(or something like that) and is rather horrible, the kind of horrible which you can't tear your eyes from. In this episode Krypto is exposed to Red Kryptonite (I think) which causes his tail to gain sentience and run away from him. His super powered dog friends help him catch it.
This show is so terrible.

C'mon now, this came from the mind of Paul Dini, whose other creations include Minerva Mink, Harley Quinn, and Marvin the Martian With A Ginormous Rack. Slipping fetish material into children's cartoons is practically a contractual obligation for him at this point.

Seriously, every episode was a trainwreck.

Just the idea of there being a Krypto The Super-dog cartoon is bad enough.

The villains in this show including the Joker's hyenas and the Penguin's... penguins.
