Katrina was a state matter first. This oil spill took place in international waters and thus was the federal government's responsibility from the get go.

Engineering is very undervalued in the US. When a guy who designs portions of a space vehicle, such as a space shuttle, gets paid fractions less than the guy who handles the lawsuit when parts fail, that's a problem.
