How can anyone react with shock and horror to this cartoon?

What if they realize that it's an elaborate satire?

What if they react by saying that the movie dumbed down the point made by the equivalent scene in the book which was basically that the job of a soldier is to provide controlled violence to achieve a political end, and that you can't do that if your only option is launching nukes?
