Based on the logo that appears before this game, that's exactly what they used to make this. It's the logo of the same company that makes RPG Maker and Shooter Maker.

Yeah, this is the fighter maker product from Enterbrain. It's commonly used in all manner of doujin fighting games. It and OpenBOR are probably 90% of them.
