Nothing, kids use crying as a generalized means of expression when their linguistic skills are in development. It doesn't mean "sad/hurt" like it does to you or me; It means things like "this is highly irregular" or "bring me yogurt". The frequency and "normal" application of crying then depends on their upbringing.
