If it were a posh British accent it would be fine, as just the Penguin putting on airs. A cockney accent is just weird.

It unfortunately looks like they're repeating the mistakes of the last game, where the stealth was excellent, but the supposedly climactic moments ended up being "Fight a hundred henchmen, fight a big 'charge, dodge, hit the back' enemy, then just a cutscene for the real boss". I really hope they don't do that.

I think the penguin was supposed to be the dark reflection of Bruce Wayne, being rich and orphaned like batman but turning into a life of crime. He is also supposed to be deformed, isn't he?

Sometimes he's been ostracized by his rich family. Sometimes his overprotective mother died when he was young and all his pet birds were taken away to pay her debts.

Penguin is a rich guy who turned to crime after losing his nest egg (GET IT?). The deformed aspect was largely created by Tim Burton, who likes to pastiche "Hunchback of Notre Dame" into everything he does.

He's also one of TWO not-legally-insane members of the Rogue's Gallery, the other one being Great White, who actively decided to live in Arkham Asylum to run it from the inside. The third may be Ra's Al Ghul, depending on who is writing him at the moment, and how close he happens to be to a Lazarus Pit dunk. He's also the only villain Batman actually respects on a purely professional basis.

Gonna have to beard out for a moment to point out that while Great White feigned insanity to get out of a jail sentence, his experiences in Arkham left him pretty insane.

I'd say the only other questionably sane bad guy is Bane, who is totally homicidal but otherwise only has the hangup of wanting to beat up Batman.

Penguin is typically sent to Blackgate Penitentiary because he is of sound mind and thus fully responsible for his crimes. His character design tends to fluctuate between Burton's deformed hunchback character and the short, overweight guy in nice duds that he was originally envisioned to be.

His father died of pneumonia and so his mother insisted he always carry around an umbrella in case of rain. Because of his fat belly, hunched back, and long nose, the other children at school tormented him. Eventually he decided to embrace the idea of being an outcast and designed superscience gadgets that allowed him to control birds.

He's one of the few criminals who has cleaned up his act in the comics (well, sort of). He has become a successful nightclub owner and manages the Iceberg Lounge, but uses his old criminal connections to fence stolen property and broker information.

The inclusion of Soloman Grundy and Poison Ivy in the first game concrete my opinion that this is basically a slightly darker version of the Animated Series version of Batman. Which is fine by me because it's what I consider real Batman.
