The idea is that some future environmental catastrophe has killed of most light-skinned people, leaving a majority of dark-skinned "coals" to oppress the remaining "pearls." It's basically putting a premise that only a really skilled writer of speculative fiction could handle well into the hands of a self-promoting sorority girl. Ann Vandermeer resigned from Weird Tales because they published a chapter.
