I was reading that, because of the incredible, constant famine throughout North Korea, mental retardation is so bad that even if they were to suddenly become a democratic capitalism tomorrow, they would still have a serious problem joining the developed world.

North Korea could be the worst state from its inception all the way to today.

It's not just the retardation either. They also have a massive unskilled/uneducated population, which would be unable to be fully productive in South Korea, China, or other nations.
If the DPRK fell, it would be a mass exodus of people the size and magnitude of which would make our own problems with illegal immigration look tame. At best, these people would have to rely almost completely on government services for sustenance (which I doubt they would get from China), at worst they would have to become sex workers, slaves, and servants. Either way, it will be a hard road for them.
But, I still favor an end to the DPRK, because at least if they had freedom, -some- of them could find a better life than what they are currently afforded.
