Maybe he just jotted some notes down and handed it to a sweatshop in India... or that Brazil studio that does all the ripoffs. Obviously not involved in the timing of the gags or anything.
You can always gauge how bad an animation is by how much they use that 'springy motion' technique, where every movement of a character is prefaced by motion in the opposite direction. eg A character doesn't just look up, he looks down quickly then up, and everything moves almost like it's made of gelatin. Early Dreamworks stuff was plagued with this.
