What the public didn't know that inside of each Putterman "costume", instead of an actor was a skeletal frame made from copper, each inch of it engraved with strange symbols and runes, and at the center of it, wrapped in bands of bolted-on metal, radiating fine wires that connected to various other parts, was a shrivelled human heart that still beat, somehow.

The only thing that differentiates these from Daleks is that these don't have plungers for hands.
And yes, I realize I could have said that these are just an updated version of the Autons, but the copper wires and beating heart sound more like Daleks.
