There's a moment in every bad video game where it tips its hand and lets you know what the rest of the game is going to be like. At that moment, the game becomes both frustrating and depressing. Mini games can include "keep Nero uninterested in politics" and "keep Nero uninterested in warfare" alongside "keep Rome clueless about Nero" and "run like hell out of the city when Nero gets tired of you."
