I dunno, Missing In Action 1 and 2 could give this a run for its money. Also, a bunch of Deathwish sequels.

Cobra is by far the silliest 80s action flick ever made. From the gang of axe wielding psychos to the dialogues, the strong right wing vigilante propaganda. It also lacks all the fun Commando has going on.

Actually, forget what i said. Over the Top takes the prize, not very action oriented yes, but how do you beat a movie where Stallone arm-wrestles to gain the love of his son?

I've seen Over the Top quite a few times, it was a favorite in grade school.
