This was sort of late in the game, as -95 brought the time of Puff Daddy and rap had become more about the bling.
Sampling was on the decline because of the copyright issues, and DJs and producers had to start playing their own synths (giving birth to the awful trance-synth hip-hop, that's alive even today), falling far behind the genious of funk, soul and jazz composers and musicians, that had supplied the smooth and funky background of hip-hop before.
This particular song, however, still uses a sample from Dynasty's Land of Music, so it's pleasing to the ear.
