So I can't be sure this is from the same footage but it seems likely. At some point in the late 80s an anti crack PSA was planned in which Bush would talk about the dangers of crack and then to demonstrate how bad the supposed epidemic had gotten a secret service agent would be filmed buying crack from a street dealer in front of the white house. Of course in real life nobody was selling crack anywhere near the white house, and all attempts to get a dealer to deliver crack to someone near the white hosue were a complete failure so in the end the crack was procured (either from the police or from a dealer elsewhere by an undercover agent, I forget which) and they staged the sale with an agent in costume playing the dealer. I don't know if it was ever aired in full, but this footage appears to be from that shoot.

If or no other reason, that book is worth buying because it has a long footnote about the Great Ouija Board Scare (sometime around the end of WWI there was about a year of public uproar over Ouija boards, which were allegedly driving people mad and making them attack the police with the strength of half a dozen men etc. etc. - basically all the same stuff that they said PCP made you do decades later) with primary sources cited. I've never found a bit of information about it on the Internet.

Also worth it for the article about the long term studies that debunked the "crack baby" myth (tl;dr babies that were underweight, premature or otherwise suffering from lack of proper prenatal care were labeled "crack babies" if their mothers were black and had a history of use but long term studies showed no discernible developmental differences between them and other children from similar backgrounds whose mothers hadn't used crack).

All in all it's probably the best book I've ever read on the relationship between drug prohibition, class and race in the USA.
