Hmmm... So what if we then had someone figure out how to induce birth defects into people that causes brain aneurysms or other mental failings at an early age, or perhaps causes no brain development whatsoever?
I loves me a medical horror story, and I'm pretty sure that wouldn't happen... intentionally. I can totally see it being considered if this procedure works.
