This guy is spouting a variation of sovereign gobbledy gook, practiced by some people who are basing some of their ideas on their interpretations of the teachings of the founder of the obscure religious sect "The Moorish Science Temple of America". They aren't members of the MSTA, whose leader has said they misrepresent the teaching of their founder.

They often say a lot of the same stuff about consent, maritime law, being under duress, color of law, etc. but they base their theory on, among other stuff, the belief that The Moroccan-American Treaty of Friendship (1777) exempts them from the jurisdiction of US law if they "declare their national identity as Moors" rather than "black, colored, or Negro."

They also tend to file the sort of bogus court documents written in nonsensical language that claim exemption to the law and government authority, the "Moorish" adherents often use exotic-sounding pseudonyms in an attempt to avoid legal responsibilities. Some have been involved in real estate scams involving filing phony paperwork and squatting in homes until property owners have to force them out through court battles, as seen here:

Plus they frequently file false liens against public officials and others as a form of harassment.

They also believe that it is imperative that they always wear a fez in public as seen at 4:07, as it shows that they are Moors and not black.
