Looks like this one came out in Japan in 1986 and aired on HBO a year later.
The late 1980s really were the best time to see weird little anime things and other imported cartoons on cable. And if your family didn't have the foresight to tape them, you'd be left wondering a decade later if that movie about a pied piper in space or the show about koala aliens really existed.

Kid Fenris - 2016-01-09 Really? I think the one in the Hopper is the 1982 movie version, the one where Dorothy is blonde and everything looks closer to a 1970s anime.
But you're right that this one isn't the series that aired on HBO. Seems like it was released on a dollar-bin DVD years ago.

Kid Fenris - 2016-01-09 Thanks to some Twitter people, I think I know what this mystery Wizard of Oz anime is. It's part of Toei's World Famous Fairy Tales series, and it seems like it had a mid-1980s VHS release in North America under Saban's My Favorite Fairy Tales.

It also appears to be a late 1970s deal. I like the visual style, with borderline deranged Dorothy and spooky Scarecrow.

I like that Dorothy is a crazy redhead who is an adrenaline junkie who casually accepts someone telling her "she had it coming" in relation to the person her house dropped on. With no further discussion. Time to hit the road!
