I have no idea if he knows what he's talking about, but he probably doesn't yell at kids for no reason.
As far as I can tell, he's right that Lithuanian seems to have diverged less from PIE than any existing language today. If Prussian were still in existence (the last speakers died out a few hundred years ago), that might be closer, but beyond that there's no competition that I'm aware of.
The Kurgan hypothesis holds that it was the Kurgan people, whoever they were -- yes the bad guy from "Highlander" -- were the ones who spread PIE around. There, now you can tell people that "Highlander" is a documentary.
...like I don't already.
The Kurgan hypothesis is really really iffy. Just sayin.
If the Kurgan hypothesis weren't true, then how did it work out that the bad guy in "Highlander" was the Kurgan and not somebody else? I rest my case.
