One thing that might be helpful for you, SolRo, is to understand that Sakurajima is an active volcano, and erupts fairly frequently - hundreds of times a year, in fact! According to Kazuhiro Ishihara of Kyoto University, this eruption, while dramatic, was actually pretty average, and won't have any serious impact on the region. The Japanese are well aware of this volcano - it's located right outside the city of Kagoshima, for heaven's sake - and they are prepared to handle it.

The propaganda aspect of this story is made apparent by the unnecessary information contained within the headline. What does a nuclear plant, 50km away, have to do with anything? The purpose, of course, is to get audiences to assume that said nuclear plant is being directly threatened by this eruption, and now the entire country is on the brink of another Fukushima-style atomic holocaust. Which is BS. The nuclear plant is a considerable distance away and everyone agrees that it is in no danger from this eruption (which only flings debris up to a mere 2km from the volcano). That narrative is strongly implied, but actually stated nowhere aside from the headline.

Everything about this is true, of course. The volcano really did erupt, it really is "50km away from" a nuclear plant (and 30km away from a school, 20km away from a hospital, etc), and that really is footage of it happening. But the way the information is *presented* is deliberately misleading, and they do this in order to promote a certain anti-Western, anti-Japanese political narrative. Thus, "propaganda".
