At first I thought the horizontal and vertical swing arms and whole servo controller thing were re-purposed from some other project as a sort of joke that maybe took too much time (why not if he wanted to).
Now, I see the applications-- although I've never used video chat myself... Should you become exasperated, at loss for words, or use it for trolling and entertainment this is an awesome prop that expresses all sorts of things more than words, and really takes advantage of the medium of interaction... When you press the button it should switch between the normal chat camera to a secondary camera that is positioned like the one in the video here. This is a maintenance-free push-button novelty gadget AND a powerful communication tool. Its apparent clumsiness is merely an exhibitionist aspect of the form-function relationship; it is designed to sit in vacant real estate to the left of your screen/keyboard, has no clearance issues.

I would have needeed to do research though to understand the reference to a cat girl COTS character and leave it alone. Enriching my own bureacratic anime sophistication is second to seeing a machine that is capable of degrading real people to the operator's advantage.
