At first I thought the horizontal and vertical swing arms and whole servo controller thing were re-purposed from some other project as a sort of joke that maybe took too much time (why not if he wanted to).

This is a maintenance-free push-button novelty gadget AND a powerful communication tool. Its apparent clumsiness is merely an exhibitionist aspect of the form-function relationship; it is designed to sit in vacant real estate to the left of your screen/keyboard, has no clearance issues.
