You can tell by the color work.

teethsalad - 2017-04-03 the story on kxli (from what I remember reading) is that the owner was looking to open in the twin cities, balked at the syndication fees, and decided to open up in nearby st. cloud and built the transmitter between the cities and st cloud, effectively covering the twin cities anyway - the syndicators found out and started charging him twin cities rates anyway, killing the "tv heaven" format and into infomericals, televangelists, and the like
there was also something about his trying to start, or being part of the initiative to start the "minnesota independent television network" with a bunch of other low-tier networks that never really got past the planning phase
as for why minnesota was such fertile ground for weird networks and uhf outfits, i'm not really sure
